Recently, the establishment conference of the Semiconductor Lighting Technology Evaluation Alliance was held in Beijing. According to the approval of the China Light Industry Federation's Zhongqinglian Standard [2013] No. 192, China's first social organization in the field of semiconductor lighting technology evaluation was officially established.
The Semiconductor Lighting Technology Evaluation Alliance is initiated by the China Lighting Electrical Appliances Association, China Lighting Society, China Quality Certification Center, and Beijing Electric Light Source Research Institute. In order to coordinate relevant domestic and foreign technical organizations and institutions, carry out basic research in the field of semiconductor lighting technology evaluation, and formulate alliance technical specifications for semiconductor lighting related products, it is a non-profit social organization established by enterprises/institutions, colleges and universities, research institutes, industry associations/societies/standardization organizations/testing/certification institutions registered on both sides of the Taiwan Strait engaged in semiconductor lighting research and development, production, and application, in accordance with the principle of "voluntary, equal, and cooperative". The Secretariat of the Alliance is located at the Beijing Electric Light Source Research Institute.
Cha Changquan, Director of the Quality Standards Department of the China Light Industry Federation, Wang Xuhua, Director of the Quality Standards Department of the China Light Industry Federation, Wang Li, Deputy Director of the Industrial Standards Department II of the China National Standardization Administration, Li Chunjiang, Deputy Director of the Certification and Supervision Department of the China National Certification and Accreditation Administration, Xu Qiuyuan, Director of the Certification and Supervision Department of the China National Certification and Accreditation Administration, Hu Yan, Inspector of the Electronics Department of the Ministry of Industry and Information Technology, Gao Yanmin, Deputy Director of the Consumer Products Department of the Ministry of Industry and Information Technology, Ren Aiguang, Director of the Electronics Department of the Ministry of Industry and Information Technology, Jiang Bingrong, Resource Conservation and Environmental Protection Department of the National Development and Reform Commission, Lv Fang, Executive Director of the China Gradually phasing out incandescent lamps and accelerating the promotion of energy-saving lamps project office of the National Development and Song Xiangdong, Deputy Director of the Certification Center Ge Yuncheng, Chief Engineer of Beijing Yiqing Holdings Co., Ltd., and other leaders attended the alliance establishment conference as guests. More than 150 representatives from more than 30 domestic research and testing institutions and more than 100 semiconductor lighting enterprises attended the establishment conference.
The meeting was chaired by Dou Linping, Secretary General of the China Lighting Society. At the meeting, Director Cha Changquan read out the approval for the establishment of the Semiconductor Lighting Technology Evaluation Alliance. Deputy Director Song Xiangdong introduced the background, overview, work tasks, and organizational structure of the alliance to the attending guests and enterprise representatives. Deputy Director Wang Li, Deputy Director Li Chunjiang, and Deputy Director Gao Yanmin delivered speeches and congratulated the establishment of the alliance. Deputy Director Wang Li pointed out that China is a major producer and application country of LED in the world, with high attention to LED lighting both domestically and internationally, and active internal industry activities. As one of the key areas of work for the National Standards Committee, the field of LED lighting standards has established a dedicated leadership group, expert group, and working group for semiconductor lighting standards. We hope that after the establishment of the Semiconductor Lighting Technology Evaluation Alliance, we will actively promote our goals and develop alliance specifications for related products, interfaces, and other aspects, providing reference for the development of industry standards. Vice Director Li Chunjiang stated that the establishment of the Semiconductor Technology Evaluation Alliance is necessary to inject positive energy into the development of the industry. Although there are many enterprises and institutions related to LED lighting in our country with a wide range of product types, the products lack unified specifications and specifications, and lack compatibility. After the establishment of the alliance, an information exchange platform should be established to guide the further development of domestic semiconductor lighting technology and the exchange of standards. Deputy Director Gao Yanmin stated that China's comprehensive standardization system for semiconductor lighting has been completed, including 193 national and industry standards. 54 of them have been released, while others are currently being studied and formulated. Standards are the demands of the market and industry development. The core of the Semiconductor Technology Evaluation Alliance is technology evaluation, but in addition to the appearance specifications and interfaces, it is recommended that the performance of semiconductor lighting be more standardized. We hope that the alliance can provide a technology evaluation service platform for the industry.
Subsequently, all members of the participating member units reviewed and passed the relevant rules and regulations such as the Constitution of the Semiconductor Lighting Technology Evaluation Alliance, and elected the members of the Presidium of the Semiconductor Lighting Technology Evaluation Alliance. The first Presidium of the Alliance elected by all members included the China Lighting Electrical Appliances Association (unit representative Chen Yansheng), the China Lighting Society (unit representative Dou Linping), the China Quality Certification Center (unit representative Xing Heping), the Beijing Electric Light Source Research Institute (unit representative Hua Shuming), Zhejiang Sunshine Lighting Electrical Appliances Group Co., Ltd. (unit representative Guan Yong), Opp Lighting Co., Ltd. (unit representative Wang Yaohai), Dongguan Qinshang Optoelectronics Co., Ltd. (unit representative Li Xuliang), and Yiguang Electronics Industry. Limited Liability Company (Taiwan) (represented by Xu Xichuan) has 8 units.
The members of the presidium held the first meeting of the alliance's presidium members, and the meeting determined that the rotating executive chairmen for the first year were the China Lighting Electrical Appliances Association and Zhejiang Sunshine Lighting Electrical Appliances Group Co., Ltd. The meeting discussed and determined the strategic goals, work tasks, and preliminary plan for establishing a working group of the alliance.
Vice Chairman Chen Yansheng, Executive Chairman of the Presidium of the China Lighting Electrical Appliances Association, delivered a speech on behalf of the Presidium, introducing the origin of the alliance's establishment and making progress on the alliance. Vice Chairman Chen Yansheng pointed out that the semiconductor lighting industry is developing rapidly, but there are both achievements and problems. The main task of the Semiconductor Technology Evaluation Alliance is to standardize the interface of semiconductor lighting products, enhance the interchangeability between products, and develop alliance specifications that are in line with international advanced specifications/standards. Emphasize that the alliance is not the Lighting Appliance Standards Committee and does not interfere with the standard formulation and revision work of the Standards Committee. The alliance will carry out its work in accordance with industry needs and the alliance's articles of association. At the same time, members and relevant units are expected to actively support the alliance's work and work together to promote the healthy development of the semiconductor lighting industry.
